Volkert serves as prime consultant to the Illinois Department of Transportation (IDOT) studying potential improvements to approximately 11 miles of Illinois 83 (Milwaukee Avenue/Barron Boulevard) and Illinois 137 (Buckley Road) in Lake County, Illinois. The existing roadway cross section is primarily an undivided two lane highway with shoulders and additional turn lanes at most intersections. The roadway also has had interim improvements of additional through lanes at some of the intersections and sections of four lane pavement. Land use abutting the corridor includes residential, commercial, and industrial areas, as well as several properties that could potentially be considered historically significant.
The improvements address geometric modifications through either widening/resurfacing or reconstruction to accommodate existing and projected 2040 travel demands, with consideration of the need for a center median to accommodate turning vehicles with auxiliary lanes at intersections and additional through traffic lanes throughout the projects limits. Work includes review of existing signalized intersections for optimum efficiency improvements such as geometric improvements, signal modernizations, or roundabouts. Other intersection work includes signal warrant studies and reviews for optimum performance alternatives. Bridge inspections and reports are also part of the scope.
A public involvement process using Context Sensitive Solutions is a key planning tool for public outreach activities. The scope includes a Phase I Combined Design Report and Environmental Assessment. Illinois 83 has residential and commercial areas, multi-modal facilities, several schools and natural areas that require careful planning to determine an improvement to minimize the impacts and best fit the needs of the community.
