The reconstruction of Pennsylvania Avenue, S.E. was part of the District of Columbia’s Great Streets Initiative, a comprehensive strategy to transform under-invested corridors into thriving and inviting neighborhood centers. Volkert provided construction management, inspection and public outreach services for this $30-million project.
The 2-mile, multi-modal project involved a variety of roadway and streetscape improvements to provide a safe, pedestrian-friendly multi-modal environment.
Serving as DDOT’s representative, Volkert’s inspectors made sure that DDOT’s goals for function, quality, cost, and schedule were met. Volkert also worked with DDOT, the designer, and the contractor to resolve critical issues and to save time and money.
Volkert worked with the contractor to accelerate construction of a portion of the project, which was completed in 3 months as opposed to 6 to 8 months, which reduced impacts to the community.
Volkert revised an inadequate TMP to expedite construction and address operational challenges in order to maintain traffic for 52,000 vehicles per day on this major commuter corridor.
