The Tennessee Department of Transportation (TDOT) partnered with Volkert to design and manage one of the largest, most complex projects ever undertaken by TDOT in the Chattanooga area: the expansion of U.S. Highway 27 from Manufacturer’s Road to State Road 8, one of the city’s main commuter arteries and a principal access to its downtown.
Over several phases of the project, Volkert provided surveys, preliminary designs, geotechnical designs, road and bridge design, and construction engineering and inspection. The project entailed widening 1.6 miles of highway, including modifications to six bridges and construction of over thirty retaining walls.
The expanded highway eases traffic congestion and enhances public safety on a main commuter artery that accommodates over 72,000 vehicles per day.
The design presented numerous challenges due to the mountainous terrain, curved bridges, slope stability and the need to minimize the roadway footprint with the retaining walls. After shepherding the project through these challenges in the preliminary design and survey stages, Volkert developed construction plans for the project and was selected to provide construction engineering and inspection. A public information office was established for public outreach during the construction phase.
