Jamal Atkins, PE Becomes First Volkert Employee to be Named One of ENR’s Top 20 Under 40

Volkert is proud to celebrate Vice President of Construction Engineering & Inspection Jamal Atkins, PE for receiving the Engineering News-Record (ENR) Texas & Southeast’s 2026 Top Young Professionals award and national recognition as one of ENR’s 2026 Top 20 Under 40—a first for a Volkert employee. Atkins accepted the national award in New York City, joining an elite group of emerging leaders shaping the future of the industry.

The 2026 Top Young Professionals program marks the first full year under ENR’s expanded Texas & Southeast region, bringing together a broader and more competitive field of candidates. More than 100 nominees were evaluated by an accomplished panel of judges representing transportation, energy, engineering and architecture. Despite the increased competition, the program continues its mission of recognizing individuals who demonstrate technical excellence, innovative thinking and a strong commitment to their communities. Atkins exemplifies these qualities, and we are proud to announce him as a recipient of both awards.

With 15 years of experience, Atkins has built a career defined by leadership, technical expertise and project delivery across the Carolinas. A graduate of North Carolina State University, he began his career with the North Carolina Department of Transportation, where he advanced to assistant resident engineer before joining Volkert. Today, he leads multiple projects spanning bridge construction, roadway improvements, utility relocation, broadband expansion and rail.

His portfolio includes transformative projects such as Charlotte Gateway Station, pedestrian enhancements in downtown Waxhaw, and the statewide Broadband Infrastructure Design Build program. Through this work, Atkins has consistently delivered solutions that strengthen connectivity, improve safety and support growing communities.

Beyond project execution, Atkins plays a vital role in advancing the profession. He serves on the American Council of Engineering Companies–North Carolina Department of Transportation Joint Subcommittee on Construction and Materials, chairs Volkert’s Technology Advisory Committee and contributes to the firm’s Construction Engineering & Inspection committee. His leadership helps drive innovation, elevate standards and position Volkert at the forefront of an evolving infrastructure landscape.

Another notable quality of Atkins’ is his commitment to mentorship and community engagement. Atkins is passionate about developing the next generation of engineers and fostering a culture of collaboration and growth within Volkert. Outside of work, he and his family actively support Autism Speaks and the Autism Society of North Carolina, reflecting a dedication to making a meaningful difference beyond the workplace.

ENR’s national Top 20 Under 40 recognition represents the highest level of achievement among young professionals in the industry. Selected from more than 400 entries across regional competitions, this year’s honorees represent the most forward-thinking and influential leaders in construction and engineering nationwide. Atkins’ inclusion in this group highlights not only his professional accomplishments but also his impact on the industry at large.
