Chairman of the Board and Chief Executive Officer

David Allsbrook, PE

David Allsbrook joined Volkert in 2003 becoming Chief Operating Officer in 2018 and then Chairman of the Board and Chief Executive Officer in 2020. He leads the development and implementation of the firm’s vision and strategic plan, and oversees corporate profit/loss and operations. David has served Volkert in leadership roles since joining the firm after nearly three decades of service and leadership at the North Carolina Department of Transportation. At Volkert, he has led expansions and growth in the Central, West Central, and Texas regions of the company, was appointed senior vice president in 2009, was named the company’s first division president in 2017, and has served on the Board of Directors for over a decade. As Chief Operating Officer, David has emphasized the firm’s focus on quality, safety, and operational efficiency during a period of exceptional growth for the company. He received his bachelor’s degree in civil engineering from North Carolina State University in 1975.

President and Chief Marketing Officer

Thomas Hand, PE

Thomas Hand first joined Volkert in 1995 and returned to join the management team 2003. In 2020, he was named President. He was appointed as the firm’s CMO in 2017, after serving in similar roles for Volkert Global, Volkert’s Gulf regions, and its Central region, overseeing double-digit annual growth in both regional and corporate marketing. In these roles, he has also facilitated the firm’s teaming in major alternative delivery projects, such as the Inner Harbor Navigation Channel MR-GO Surge Barrier and the Biloxi Bay Bridge. Thomas began his Volkert career as a resident engineer for multiple projects with the Alabama and the Florida Departments of Transportation. Prior to joining Volkert, he participated in the ALDOT PCET Program and served on a survey crew for Perry Hand and Associates. Thomas received his bachelor’s degree in civil engineering from Auburn University in 1995.

Chief Financial Officer

Mike Sampson

Mike Sampson was appointed to the role of CFO in 2018. Prior to this, he served as vice president and controller at Volkert for nearly four years. For more than half of his accounting career spanning two decades, Mike has worked at Volkert in a variety of roles, including staff accountant, senior accountant, assistant vice president, and assistant controller. Mike received his bachelor’s degree from Michigan State University in accounting in 2000 and his master’s in the same field from the University of Miami in 2004.

Chief Operating Officer, Division President: South Division and Practice Lead, Program Management

Leon Barkan, CCM

Leon Barkan was appointed to the role of COO in 2020. He has been with Volkert since September 2000 and is the principal in charge of Volkert’s national and global program and construction management practice, as well as emergency management services. He also serves as division president for the firm’s South division, comprising five southeastern states. Leon’s expertise is in successfully managing complex, multi-project programs that require a high level of collaboration among multiple user groups and funding sources. Leon has a bachelor’s degree in managerial economics and Russian language from Hampden­-Sydney College (1993), as well as a master’s in building construction from Auburn University (1999). He is a certified construction manager through the Construction Management Association of America and is a licensed general contractor in numerous states.
